Dale S. Holmes, ninth Riverside County Superintendent of Schools

Dale Holmes, a teacher and principal, was hired by the Riverside County Office of Education during Dr. Kenny’s administration in 1971. He was the Director of Curriculum and Instruction and later the Assistant Superintendent of Educational Services in 1981.
During his tenure, the County Office of Education expanded the Division of Administration and Business Services and developed new systems for helping districts with cash flow management. The Division of Personnel and Employee Relations Services added Payroll and Risk Management units, and established a Task Force on Teacher Recruitment and Retention.
He led the Holmes Commission on services provided by county offices of education statewide to local districts, and conceived the organization of the California County Superintendents Education Services Association to further direct services provided by county offices of education. |
