Educational Services | Transitional Kindergarten
To ensure that California children are better prepared to succeed in kindergarten and beyond, the Riverside County Office of Education is supporting districts in implementing the Kindergarten Readiness Act of 2010 (Senate Bill 1381).
The transitional kindergarten legislation changes the entry day for kindergartners depending on their birth month. In the past, children enrolling in kindergarten had to turn five years old by December 2. The new legislation changes the enrollment age to five years old by September 1, so that all children enter kindergarten at or near the age of five. The law amends the state Education Code (EC 48000[a]) relating to kindergarten to create a "transitional kindergarten" program that uses a modified kindergarten curriculum that is age and developmentally appropriate for students born between September and December. This will serve as the first year of a two-year program and will provide four-year-olds with fall birthdays an additional year of preparation before entering kindergarten.
The transitional kindergarten program will be phased in over three years and be fully implemented by the first day of the 2014-2015 school year.
- 2012-13 – Children who have their fifth birthday between November 2 and December 2 qualify to be enrolled in a transitional kindergarten program maintained by the local school district.
- 2013-14 – Children who have their fifth birthday between October 2 and December 2 qualify to be enrolled in a transitional kindergarten program maintained by the local school district.
- 2014-15 – Children who have their fifth birthday between September 2 and December 2 qualify to be enrolled in a transitional kindergarten program maintained by the local school district. This age-criterion for enrollment will continue beyond this school year.
An RCOE Transitional Kindergarten Task Force has been formed to work collaboratively with districts on the planning, preparation, and implementation of transitional kindergarten programs.
