California's System of Support provides three levels of support to Local Educational Agencies (LEAs) and schools (Source: CA Department of Education):

Level of Support

 Description of Supports Available

Support for All LEAs and Schools (Level 1)

Various state and local agencies provide an array of support resources, tools, and technical assistance that all LEAs may use to improve student performance at LEA and school level and to narrow disparities among student groups across the Local Control Funding Formula (LCFF) priorities, including recognition for success and the ability to share promising practices.

 Differentiated Assistance (Level 2)

County superintendents, charter authorizers, the California Department of Education (CDE), and the California Collaborative for Educational Excellence (CCEE) provide differentiated assistance for eligible LEAs, in the form of individually designed assistance, to address identified performance issues, including significant disparities in performance among student groups. (Additional details are included below.)

 Intensive Intervention (Level 3)

The State Superintendent of Public Instruction may require more intensive interventions for LEAs with persistent performance issues and a lack of improvement over a four-year period.

Differentiated Assistance (DA): For any school district meeting criteria established by the State Board of Education (SBE), the County Superintendent of Schools shall provide technical assistance for a minimum of two years focused on building the school district’s capacity to develop and implement actions and services responsive to pupil and community needs, including but not limited to, any of the following:

  1. Assisting the school district to identify its strengths and weaknesses, including a review of performance data on the state and local indicators included in the California School Dashboard and other relevant local data, and to identify effective, evidence-based programs or practices that address any areas of weakness.
  2. Working collaboratively with the school district to secure assistance from an academic, programmatic, or fiscal expert(s) to identify and implement effective programs and practices that are designed to improve performance in any areas of weakness.
  3. Obtaining from the school district timely documentation demonstrating that it has completed the activities described above and ongoing communication with the school district to assess the district's progress.
  4. Requesting that the California Collaborative for Educational Excellence (CCEE) provide advice and assistance to the school district.
  5. Reviewing the district's Local Control and Accountability Plan (LCAP) to identify areas of strength and weakness in the goals, actions, and services.

In an effort to improve DA services provided to districts, the RCOE conducted a self-study to assess the perspectives of school district leaders regarding DA support. The findings of this self-study are included in the following report:
