Title III

The overarching purpose of Title III is to ensure that English learners, including immigrant children and youth, attain English proficiency and meet the same challenging academic achievement standards that other students are expected to meet. Schools and districts receiving Title III funds are accountable for increasing the English proficiency and core academic content knowledge of English learners.

RCOE Title III Accountability and Support

Riverside County Office of Education (RCOE) is designated as the Region 10 (Riverside, Inyo, Mono, San Bernardino) county lead for Title III support. RCOE serves the Local Educational Agencies (LEAs) within Riverside County and provides support for county leads within Region 10. RCOE works in collaboration with the California Department of Education (CDE) to provide timely and relevant updates to LEAs and support actions to improve academic achievement and/or English proficiency of English learners by effectively modifying curriculum, program, and method of instruction. In addition, RCOE also provides direct program support to LEAs inclusive of plan writing and feedback, using analytical and observational tools, data analysis, root cause analysis, key priorities, program implementation, feedback, and coaching for English learners.
