The California Legislature is composed of two houses: the State Assembly and the State Senate. The Assembly consists of 80 members who are elected for two-year terms. Assembly districts are apportioned on the basis of population. Each member of the Assembly represents approximately 490,000 people.

The Legislative Analyst's Office (LAO) provides non-partisan fiscal and policy advice to the Legislature. Historically, one of the most important responsibilities of the LAO has been to analyze the annual state budget proposed by the governor. Other LAO functions include forecasting state revenues and expenditures, and preparing analyses of all initiatives that qualify for the statewide ballot.
